Launched in 2001 in local public high schools, the Model Ethics Course, designed and implemented by the Miami-Dade Commission on Ethics and Public Trust, encourages students to analyze ethical dilemmas through examining real-life examples of ethical misconduct and acting out role-plays. Various scenarios are used in mock Ethics Commission hearings, with students taking on different roles, thus realizing the difficulty associated with ethical decision-making.
The Miami-Dade Commission on Ethics and Public Trust, a constitutional, independent county agency, aims to restore public confidence in local government through education, training and community outreach. The Model Ethics Course has provided 240 sessions to 61 schools (public and private) and organizations such as "Do the Right Thing" and "Women of Tomorrow" from 2001-2008. The program is also recognized in Transparency International's 2004 Special Edition Corruption Fighters Tool Kit dedicated to youth anti-corruption education. The Ethics Commission is scheduled to deliver the program in more public, private and charter schools in 2009-2010.
